Driver's license Andorra in Emirates

So! After contact eweryone and everywhere, Andorra don't in the list of countries, the permit of which can be changed to UAE.

Yes it is European, but UAE do not know that this country Andorra is existed.

Unfortunately, Andorra is not listed for countries qualified to convert their license into UAE driver license.
