In order to make a living in any country there often are some professions that always will be good for the wallet and success, like ; Law, Medical, IT, Construction, Trade, Electrician, Plumber, Carpenter, Mechanic ...

What are the professions that are in shortage and what is in oversupply currently ?

Kenya has a chronic unemployment problem amongst graduates. 

However, I understand that there is a shortage of skilled construction workers and also in the tech sector.

I want to try in the tech field... but I dont have a work permit.. Is it possible for me to get a job in anyways?

Unfortunately you cannot work legally without a work permit. 

You should apply for work first and then it will be your employer who should arrange the work permit.  Part of this process involves the employer evidencing to the government that the position cannot be filled from the local labour force.  So as this an area of skills shortage, it is more likely that work permits will be issued to foreigners, so that vacancies can be filled.
