I copied my Uk car Licence to a Vietnamese licence there.They might be able to help you out.
To find it travelling from the roundabout at Cong Truong Dan Thu it's the first turning on the Lhs into a small dead end lane ( with a blue sign above it).You can park in the Transportation College on the Rhs,go further down the lane and the building is at the end on the Lhs,second floor.
If they cannot help you and you wish to take the driving test its

If you have any proof of your current licence then you will not need to take the theory.
To find it travelling from Ba Thang Hai it's the 5th turning on the Lhs,turn off Thanh Thai travel 50 Yds and in thru the gates on the Rhs.As you enter the gates you should be able to see the test area.The office is back out thru the gates and immediately on your Lhs as you face the road.
At both locations you will need someone who speaks the lingo.
