Any suggestions on getting the best deals and who to actually work with during the process? Where to find legal issues related to purchasing and not getting ripped off.

first ask the seller for how much his property is registered
if you don't get a straight answer something is foul
from my experience 9 out of 10 sellers are scammers
you can always check a property value at the registro publico

If the property is titled, you can find it on the registro publico (www.registro-publico.gob.pa )

It will tell you what the current owner purchased the property for, not the current value.
