Ok I my friend says she is from here and her passport expired what can I do from here to help with out seending money

I am confused. She is from the US and her passport expired while she is living somewhere else? If that is the case she just has to go to the US embassy where she is and get her new passport.
If this is not what you are asking then I need to get another cup of coffee and wake up some more to understand the question.
