Hello every one,
I recently got an offer from a prominent company as Sr. leadership position in Malaysia. They sent me the following email.

I understand from this forum and other sources that employment visa happens in 2 steps:
1. The first step in employment pass in India
2. Second step once I reach Malaysia.
Now My question is, Is the attestation to be done in India? Or in Malaysia? or partly in india and partly in malaysia?
after a lot of reading in multiple places (honestly I got confused). My employer is not that helpful in explaining what it is

1. Do I need to get the above process in India? And What is exactly the process in KL once I reach there?
2. Also, Will I get my visa stamped in Passport here at India or or KL ? Kindly explain me step - by - step process?
3. What is Certified True copy mean? is that mean they will certifify my original or a copy of it? I feel it must be a copy but some say it is original. Kindly help my questions along with visa process.

Is this your first job in Malaysia? If so you wont have the BE tax forms or the release letter.
The documents listed are required to get Stage I approval from MDEC/immigration for the company to hire you. You are in India and the attestation of all the documents needs to be done there, before they are scanned and sent to your employer. They may need translating and then ratified by local Indian government official offices.
If the application is succcessful, the company gets a visa approval letter. For MDEC approvals, it usually contains instructions and approval to collect a single entry visa (VDR) which all Indian citizens need to enter Malaysia for work purposes.
Using the VAL/VDR approval, you are responsible to get the VDR from the Malaysian consulate in either Chennai, Mumbai or Delhi (you should be asked which one you will get it from for the VDR approval processing). You need your flight ticket to get the VDR stamping done in India.

Stage 2 is after you arrive in Malaysia on the official VDR single entry visa described above. Immigration at KL airport will give you 30 days entry stamp. During those 30 days the employer submits your passport and other paperwork to immigration to get the Employment Pass endorsed into your passport. Without this process being completed you can only remain for 30 days.

To get Birth and Mrg certificate attested do as below:

2) After Attestation from Secretariat, Reach out to External Affairs in you location. For chennai its in Nungambakkam EVK Sampath Building , ,7th floor. Got to carry Postal Order) of Rs 50 for each document. Copies of Marriage certificate, Birth certificate and Passport of self and kids required. they collect the doc between 10 am to 1 pm and they stamp them and return on the same day at 4.30 pm.
3) After these attestations are complete head towards, Consulate of Malaysia with attested copies and Originals with your passport copies. Doc collection time is between 9 am - 12 pm. It will be returned on the same day at 3.30 pm. Fees Rs 200 for each document.

Credits to Gravitas and I will summarize the process as per my understanding in this thread.
Step 1:
Providing the following documents to the employer for getting the Stage 1 approval from MDEC / Immigration from the company to hire you (For first time employement in Malaysia)
Employment Pass
Clear and colour copy of all pages of passport (including cover & back of passport)
Clear and colour copy of Certificates of qualification – to be translated if it is not in English & to be certified true by the Malaysian embassy (translated version only)

Note:
For Malaysia employement pass, a copy of the original documentes are to be made and attestation will be done on the xerox copy of the document not on main document itself (Unlike dubai visa).
For those who are shifting jobs, they would also need to get other documents like
Release letter from current employer

Does the xerox copy needs to be Color or Black and white?
Even black ad white may work.
Does all the educational certificates needs to be attested or the highest qualification will do?
Based on what I read in multiple blogs - Highest qualification may suffice. Not sure although.
What is attestation?
The attestation is the method of checking the authenticity of a document & declaring its authenticity by attaching it with the sign of the verifying personnel. The process requires the submission of original documents as well as a xerox of the same to authorized employees for verifying and required sign/stamp on guided area.
Steps in Attestation:
(01) Notary - From where the document belong to (Which state the document belongs to)
(02) Home Department (Andhra Pradesh or New delhi) (WHich state the document belong to)
(03) Ministry of External Affairs (Andhra Pradesh or New Delhi) (which states the document belongs to or Capital of India / New Delhi)
(04) Malaysia Embassy (New Delhi) (There are few malaysian embassies in India like mumbai, Chennai, Delhi etc.)
Attestation will be done easily as shown in the other blog.

For those, where your certifiates belong to different state and you are located in different and time is critical. Here are some vendors who does the attestation (I need to engage a vendor myself as Its not possible to spend that time).
State attestation is needed prior to MEA attestation, wherever based on the type of certificate, appropriate state attestation is needed. For instance, in the event of educational certificates, attestation from State Education Department is expected. In the case of personal certificates, General Administration Department of the involving state should attest the document earlier to attestation by the Ministry of External Affairs.

Step 3:

You will receive the above letter in sealed envelope and a copy outsside. You are not supposed to open the sealed envelope rather you need to carry to the nearest embasy (Which you opted and must provide the same to them).
What is VDR?
Expatriate from their home country is required to apply for Visa with Reference (VDR) before entering to this country. Visa
with Reference (VDR) will be issued by the Representative Office in the Malaysia Embassy aboard to enable expatriate to
enter Malaysia after the visa is approved by the Immigration Department Headquarters in Malaysia. The VDR process will
normally take 1 to 2 months on getting the approval from the Malaysian Immigration.
What is VAL?

Electronic Visa APproved letter sent to the email.
Visa Application Form (back to back) filled completely with block capital letters and duly signed by the applicant.
Original passport -Machine readable (Two copies of bio pages of passport are required for applicant applying in Mumbai).
Passport should be valid for at least 6 months upon arrival in Malaysia.
Please ensure three complete blank pages in the passport for the purpose of Visa stamping and approval.
2 recent photographs (One loose and one on application form) Photograph specification: 3.5cm X 5cm 60%-70% face appearance in white background. Photographs clearly show from crown to shoulders.
Confirmed Air-Ticket with flight details and E- ticket number.
VDR Approval Letter:
Please provide any one of the following VDR letters:
1. Original VDR Approval Letter in a sealed envelope comes through the Immigration Department of Malaysia along with a copy of the same. The letter should be addressed to the High Commission of Malaysia, New Delhi for applicants applying in Delhi, Consulate General of Malaysia, Chennai for applicants applying in Chennai and Consulate General of Malaysia, Mumbai for applicants applying in Mumbai.
2. In case of EVDR - Two print outs of E-VDR approval Letter come through the Immigration Department of Malaysia. The letter should be addressed to the Malaysia Missions in India.
3.
In case of MDEC - Two print outs of MDEC Approval Letter come through the Immigration Department of Malaysia. The letter should be addressed to High Commission of Malaysia, New Delhi for applicants applying in Delhi, Consulate General of Malaysia, Chennai for applicants applying in Chennai and Consulate General of Malaysia, Mumbai for applicants applying in Mumbai.
Note: - For Application’s submitted in Mumbai and Chennai if the reference number on the VDR letter starts with ICT then applicant need to submit Original VDR approval letter with 2 copies.
If the VDR letter is Computer generated, original copy is not required.
If reference number starts with MSC/ICT/BVP/ESD then applicant needs to provide 02 copies of the same.
The output of the above steps is 1 time visa for 30 days will be granted which will allow you to enter into the country.
