Hello I am going on exit bymistake I have payed 1700 riyal on my exit fees now I have 1400 riyal in my abshar account how I can refund my money please help me...iam going on exit after 3 days..

I think you should apply for refund through the same bank account. Under the tap of government services there're two different options (pay / Refund) .. choose refund and follow the same procedure.
