I only just saw your post- Keep in mind that CV is a tiny, poor African country. The fastest growing economic sector is sun-and-sand tourism. Not sure that report writing is an in-demand service.

However, there is an eGuide that could be helpful to anyone looking to relocate to Cape Verde. The guide has 28-pages about living and working in CV. Maybe there is a way to live in CV while pitching your service like a consultant to foreign clients.
