Information regarding Dependent VISA from India

Hi , I am a software professional based on Mumbai, India and moving to Brussels on long term work permit with my Wife.
Looking forward to have a long term stay in Belgium and explore other opportunities . My wife would be on dependent VISA.

If someone can help me with below query , it shall be highly helpful:
1 - I want to know what are all the options (Study/work) she can opt for while in Belgium on dependent VISA ? Can other type of VISA can be applied while she will be on Belgium with me ?

2 - Which place would be cheaper to stay in/ near Brussels and minimum expenses which would be required for 2 persons as per current market price?
