Broken contract...landlord will not give contact back

My wife and I signed at a notary to rent a house which was being fully refurbished. The agreed contract specified that the property would be fully complete by October 2018. The landlord then told the estate agent the kitchen would not arrive until November and hopefully be fitted by late November. She was upset we do not want to live in a house with no kitchen. We are senior citizens and have to move from our current property by 15 October 2018.
Part two of the contract was only to be signed when we moved in and property fully complete.
The estate agent asked her to give back the 700 euros but she has refused saying we are English and are messing her about.....she did make an offer of knocking off 100 euros each month until kitchen is fitted but contract says October from notary. Looks like a visit to an advocate and court procedure. The estate agent doesn’t want to really help.

Sounds like you need to go back to the notary you used and instigate proceedings, the agents are only involved in finding tenants which they have done, they are not managing agents so they will not normally do anything further.
If you had to pay the rent in cash the odds are she is avoiding tax so you could hint that you will report her to the tax authorities if she does not return your deposit!
