Recent article on a proposed medical plan for all non-Thais

Good day!!  I wonder if anyone can steer me to the article that was posted "SOMEWHERE" about the possibility of a medical plan being implemented in which ALL Non-Thais would be required to make a monthly contribution of...I think the figure was ฿2000.  This would then enable a 'Universal Health Care" system for all non-Thais.  I am especially interested because, being 78 years of age, I am unable to qualify for ANY medical plan that I am aware of.  The article estimated that such a plan would result in Thailand collecting about ฿30-40Billion yearly.  Anyone recall seeing this article or have any information on the possibility of such a plan?  Any info much appreciated!!

Were you able to get any health coverage and, if so, from whom?. I am 70 and will be moving to Thailand the end of May and want affordable coverage for me and my Thai wife.
Any help or direction will be most appreciated.
