Hi hassan321jahid,

The NOC stands for 'No Objection Certificate'.

It is a typed letter which the employer would give the employee who is leaving the organisation, to enable the departing employee to join another company / sponsor.

Without the NOC an employee cannot return to Oman for a minimum period of 2-years from the date of exit.
