request for assistance for refund of Bank Deposit for retirment

My brother was retired in Philippines for the past 3 years and he passed away there in October last year.
I would be grateful if someone could assist me as I have documents showing that my brother deposited US $10,000 in a Philippines Bank and this I understand was required to support his Visa .

I trying to have this sum refunded to his estate , how do I go about doing this .

I have already sent emails to the Tourist dept and the Bank concerned and had no success .

Is this normal or is this part of the culture that the banks try to absorb this money by not replying and the same for the dept of Tourism or am I simply not applying to the correct departments?

I have documentation that clearly confirms this deposit was done and the contact people on the documents have not replied.

This is most frustration and I would expect that the most trusted institutions in any country would be the banks.

I would be most grateful to anyone who can direct me on this issue

It depends on the law in the Philippines and the law of the State in Australia he was domiciled in.
But generally the following apply. You must obtain legal assistance,
Only the executor or administrator of the estate can claim the $10-,000 deposit. Once the will has been admitted to probate or an administrator appointed, they will will received a document signifying probate has been granted. The executor'/administrator must then produce this to the bank and give instructions as what should be done with the deposit. If the deceased left property in Australia, then probate can be obtained there and this probate can be re-sealed in the Philippines.

The first problem is that the union bank refuse to reply
The other legal issues are understood the problem is just how to get a reply from the bank
I have the investment certificate and emailed this to the union bank I get amn auto reply and chased this up many times and still no reply
It’s hard to accept that they don’t understand English

The bank is bound by client confidentiality and cannot provide information to anybody other then the executor/administrator.

Yes I understand that as it is the same in Australia but that does not mean that they can not show some level of courtesy and at least provide a generic response to acknowledge my enquire and state their policy and this is all that I have asked them
After all the most trusted institutions in most countries are expected to be the banks

These days banks and professional firms will not even acknowledge that a person is a client.
You should be aware that the deceased may have had a Philippina wife/spouse who would probably inherit everything.

The executor/administrator in the Philippines must attend to this matter.
