Do my filipina wife need to be US citizen first before she apply me a 13a visa? Because that's what consulate said. Were almost 2yrs now living here in US and were going to planning to move in Philippines in the future.

As I understand it, the 13A Visa was designed for a foreigner who has legally married a Filipino citizen living in the Philippines and the foreigner wishes to live in the Philippines without continual renewal of his tourist Visa. .  How your situation fits this category is not too clear.  After you were to receive a one year 13A probationary visa, the Visa is then re-issued for a 5 year period.

Your wife should be Filipino and living in the Philippines for you to have a 13A visa.

Once you move to the Philippines  you can apply for the 13A visa. And no she she doesn't need to be a American citizen

Your wife does not have to be a US citizen to apply for a 13a visa, nor does she have to be in the Philippines for you to apply. She must be a Philippine citizen though.

You can avoid the 1 year probationary period by applying for your 13a while still in the U.S.  Just contact the Philippines consulate / embassy that serves your area. The consulate serving your area can easily be found on the internet, as well as the details for application.

You and your wife can also enter the Philippines and go together to the BI representative at the airport and ask for the Balikbayan privilege stamp in your passport.  You should have your marriage license handy to show the BI representative.  The BB stamp in your passport is good for 1 year, no ACR-I card required and gives you plenty of time to apply for the 13a visa in the RP should you choose to apply after you've settled in the Philippines.

That's not right..after one year probation you apply for the permanent visa which is not up for renewal, ever. It is permanent if you remain with your wife..It is the I Card the renews every 5 years.
PS You can start the process of going to the permanent 13a visa 8 months after receiving the probationary visa.
