I wonder whether anyone can help identify this place? My friend took the picture about 20 years ago in southern Germany but cannot now remember exactly where. Any ideas?

Unfortunately the image you've provided is a JPEG image and does not contain any details in the properties of the when/where taken. Assuming this is taken from a digital image (i.e. NOT a jpeg etc) that you have a copy of, then try using this online resource:

http://exif.regex.info/exif.cgi

The only places in Southern Germany with such huge wharfs are along the Rhine river.
Industrial facilities do change looks, so this might not be recognizable any more today.
