Offered a job without an interview

Is it normal practice to be offered a position without ever having interviewed with the company based solely on a resume/application?  I'm entirely confused if this is a legitimate offer or not and don't want to uproot my family for a scam.

This is an engineering role at an oil and gas company, and I am a US citizen with a PhD.

There is a high probability this is a scam.
Perhaps you could post a copy of the offer including all contact details but, and this is the golden rule, if they ask for money for anything, it's a scam.

Yep, it sounds a lot like the tons of scams that are going around these dates.

Hence DHOFAR OIL AND GAS LTD, seek to employ you for the provision of services on the above subject matter. Further details are below.

DESIGNATION: SENIOR SUPERVISORY PRODUCTION TECHNICIAN

MONTHLY SALARY: OMR XXX Oman Rials) Monthly/take-home
plus OMR XXX  Oman Rials) Weekly Allowance or the Equivalents in Usd, Pounds Sterling, Euros Aed Etc. depending on home country and currency preference.

WORK TIMING: START 08.am TILL 6.pm Work Days: Sunday – Thursday, and Friday / Saturdays are Holidays.

BENEFITS: Medical Insurance, A furnished bedroom apartment for single and 3 bedroom flat apartment for family, free education for your children home or abroad, a private car and No Objection Certificate (NOC).

JOB LOCATION: SALALAH–SULTANATE OF OMAN STARTUP DATE:  31 st AUGUST 2019 (EXTANDABLE AFTER COMPLETION OF RESIDENCE WORK PERMIT. DURATION OF CONTRACT: 2 YEARS CONTRACT–RENEWABLE.

ALLOWANCES/ ENTITLEMENTS:
Car Maintenance: OMR XXX (Monthly)
House & Furnishings: OMR 3100 (Yearly)
Entertainment & Recreation: OMR XXX (Monthly)
Travel & Events: OMR XXX  (Monthly)

PAID LEAVE PERIOD/ TRAVEL: All Employees are entitled to 1 month Paid Leave which can be taken once at a time per Annum.

All Employees will receive OMR XXXX take home for each leave period. Employee for each inter-continental trip shall be paid OMR XXXX travel /entertainment allowance. Travel shall be by business class/first class flight, or otherwise if necessary.

However for the purpose of commencement, the cost of travel ticket shall be paid in addition to travel/entertainment allowance. Cost shall be substantiated and shall be the rate charged at the period/time of purchase. Employer shall also take care of employees' travel ticket including that of employees' family only on employees' early notification to employer and as shall be requested by employee.

EXPENSES BEFORE TRAVEL BY EMPLOYEES: Expenses made/incurred by the employee related to job before commencement of duties or expenses made during travel plans, processing of travel particulars ETC, will be substantiated with receipts and Employer will reimburse the Employee not later than five (5) working days after submission of Employee's expense report and receipt(s) as proofs of such expenses.

Employer however agrees to reimburse fully all travel costs and expenses made by Employee. The agreement hereby binds Employer and Employee in that reimbursements will be made fully to Employees upon presentation of expense reports and receipt(s) of expenses.

NON-OMANI RESIDENTS: It is our official policy that all our employees must bear the financial responsibilities for their Work Permits’ processing, as a proof of their seriousness to join us, and they are to contact SOLUTION 4 U TRAVELS, in this regard.

UPFRONT PAYMENT OF SALARIES: The two monthly salaries shall be paid in advance before employees embark on journey to assume duty. This is to enable employees settle all domestic needs before travel. As such no excuses will be entertained on assumption of duty relating to default. Employees are to note that the Two months upfront salaries are paid AFTER Employees procure and process the relevant Resident/Work Permit through SOLUTION 4 U TRAVELS and submit it to our Human Resources department for verification.

ACCOMODATION/FEEDING: All employees are expected to reside at the company's staff quarters. There are 3 Bedroom flat apartments, new car, for employees use during contract. Dietary options, customized cooks and dietitians are available options. In case of local dishes, we have chefs from various countries to handle such.

MEDICAL EXPENSES: Employer will provide the employee (and family if any) with comprehensive Health care for the term of contract, and follow-on care for injuries suffered during the term of contract for employee and family.

OFFICE ASSETS TO BE PROVIDED BY EMPLOYER: Laptop Computer/desk top with Full time Internet access is made available. Phone: Employer will provide each employee with one (1) landline and one (1) mobile telephone; this shall have a reasonable credit limit application per month.

TERMINATION: Termination without Cause: Either party may terminate this agreement without cause upon ninety (90) days prior written notice to the other. Termination for Cause: Either party may terminate this Agreement for cause if the other party materially or repeatedly defaults in the performance of its obligations and has not cured such default within 30 days of receipt of a default notice specifying the default and the intention to terminate.

FORCE MAJEURE: Neither party shall be responsible for any damages, delay in performance or failure to perform by employee, if caused by any act or occurrence beyond its reasonable control such as embargoes, changes in government regulations or requirements (executive, legislative, judicial, military or otherwise), acts of war or terrorism, power failure, electrical surges or current fluctuations, lightning, earthquake, flood, the elements or other forces of nature, delays or failures of transportation, or acts or omissions of telecommunications common carriers. Result in a prorated reduction in the contract minimum cash payment to the Employee.

CONSEQUENCES OF TERMINATION:  Return of Property and Confidential Information: In the event of termination for any reason, employee shall return to employer, all property and Confidential Information (as defined in Section 15) received for service rendering., employee shall immediately cease using any passwords or other information provided for Access to Client's information systems, and also any other equipment or software provided to the employee.

AMENDMENT: This Agreement may be amended only by a writing that is signed by both parties.

SAFETY & SECURITY: Safety and Security of personnel (Local/Foreign) and Facilities on Company Premises are no small issues, and have been seriously considered to ensure and assure hitch free academic pursuit.

ADDITIONAL SERVICES: Recreational/Sports Facilities shall also be made available at the disposal of all Staff with no expenses to be incurred. Laundry and Dry Cleaning Service will also be made available to all Expatriates by the company's laundry and dry cleaning unit.

TERMS AND CONDITIONS: All Employees are required to incur the expenses for their Residence /Work Permits processing, as a proof of their seriousness and commitment to join our working team. Hence any expense incurred during this process shall be refunded to the candidate after five (5) working days of concluding all Immigration process.

The company had to come up with this new policy now because sometime in the past we have processed the Papers of new Employees, who failed to turn up for, work proper. Therefore if you can’t afford the processing charges you DECLINE the offer.

DOCUMENTS PROCESSING RESIDENCE WORK PERMIT:  The Employee is requested to contact the below office of our appointed traveling agency which shall be responsible for the processing of his or her valid Oman Work/Residence Permit Visa.

Hence any expense incurred during this process shall be refunded to the candidate after five (5) working days of concluding all Immigration process.

The address used in that email leads to a scam site that was registered in June of this year
the same address us used by Brew-Meister Oil Gas Company, a company name known to be used by scammers

+96871678465  is a mobile phone number, not proof it's is a scam as some companies use mobile numbers, but it always means further checks are needed

That number comes up as a scam visa company that asks for money

That about looks after that one - It's a scam

I also received a similar offer just 2 days back. I went to website of @ http://dhofaroilandgasltd.com/
and sent an email to     contact us at info@dhofaroilandgasltd.com
the reply I got was the contract was indeed sent by there recruiting team.
Still not sure has anybody process the appoint through SOLUTION 4 U TRAVELS. Do not want to lose money on scam.
The phone number provided +96871678465 for the contacting the travel agency for getting the work permit and processing the papers.

Seek your help if anybody has successfully processed by this agency or has verified that they are not real

So it means this is a scam right?? I also received the same document from Dhofar Gas and Oil. Same agreement. And ask to pay the money for that agency. I called to HR manager and he directly answered the phone.
