28 day rule timeline?

I’m confused.

we are married and have all the required documents (payslips, letter of Employment, statements etc) now we need to go ahead and apply.

When we apply does that start the 28 day rule?
Can we get the biometrics after we apply?

Basically:

Is it something like this

1. Apply online/fee/fill in whatever it says (activating 28 day rule)
2. Get biometrics
3. Post original documents and biometrics
4. Get Visa
