I move to malta on 14th November. And with brexit getting closer. Can a British citizen appy for the ten year residence before they leave the United kingdom

nope, strictly speaking only residents here. That isnt exactly what you could and couldn't do though.

The first time application is much easier and have fewer requirements wrt fixed address, though your only choice would be self sufficiency.
