Hello Friends,
I'm considering of starting a new life at Paraguay and I need some help/advice on the immigration process.

I'm in my early 40s and a working professional. I'm exploring the possibility of starting a new life and I'm hoping I can get some help with the immigration process here. I plan to either search for a job (I know of the challenges) or setup a small business. I need to know the process around getting the residence permit and how that can be scaled to citizenship in future. Is there any bureaucracy involved? How much time does it take? Costs? Duration?

Is it legally possible to enter the country on a tourist visa and setup a small business (café) and then convert the tourist visa to a residency without having to leave the land?

Please excuse me, if this question has been asked several times earlier.

First of all, in ANY country and especially Latin American countries, there is ALWAYS bureaucracy involved and it is generally difficult to  deal with them, as well as being costly and time-consuming for foreigners.

The last link above is a page of La Dirección Nacional de Migración, who make the determinations of eligibility and control changes of visa.  It does appear that as a tourist you can petition them for a change of visa category without leaving the country - normally in any country, you are NOT allowed to work while on a tourist visa.

But I caution you - without being able to fluently read, write and speak Spanish or Guaraní (the two national languages of Paraguay) you will find it difficult to impossible to do what you plan.
