dogs riding on motorbikes & scooters

More & more I see dogs (the canine ones) riding as passengers on motorbikes these days in HCMC. Thing is, I think it should it be mandatory for them to wear a crash helmet like humans. (with the exception of small kids & babies of course)

Safety on scooters in VN as a rule seems to have been forgotten.

All passengers regardless of age or species should have basic protection... but the number of small children seen with no helmet, or anyway to stop the, falling off.

Then we get to the number of scooters who seemingly dont have rear lights. Daytime not such a big issue, but when its dark and the rider is dressed in dark clothing - makes life for other road users tricky.

I counted the number of scooters with a non womring rear light from Pearl Plaza to Estella Place one evening and managed tk get as many as 60 😮.... makes you wonder, road side small workshop charging 3-5 $ a time to replace thwm would make a nice little earner.

On a side note, while using grab last week we got pulled over by the police for a head light not working. Driver hands the officer his licence and 200k and away we go. While waiting we see many scooters with no lights.

Arrive back at apartment and the driver checks his faulty light... turns it off and back on again and it works.

Are there any requirements to have vehicles of any sort serviced here ? Like the annual MOT testing in the UK?
