if i hold a Maltese work permit (longstay/D visa) , Can i get PR in Malta ? if it is exist how many years should i live here to apply for Maltese Permanent Residence permit?

It is usual to have to live in Malta for 5 years before being elegible for permenant residence.
Unfortunately most TCNs are only given 1 year renewable Residence cards and these are often not renewed after 4 years to avoid the elegibility for PR.

So, it sounds expats cant apply for PR in Malta right? And TCNs could not live more than 4 years ! isn't it?

EU citizens can apply.
