My partner is a Thai national I am from UK we are due to arrive in SR soon and hoping to stay for at least 6 months.
Would it be best for my partner to enter on the Thai passort {14 days visa free } and then apply for an ordinary visa later.? Cheers

No, the Asean exemption is not a visa and cannot be changed into an Ordinary visa without leaving the country and entering again.
So much better to have both an Ordinary visa on arrival, then extend it a week later for an EG extension of stay for 6 months, no docs required.
At the moment borders are closed and nobody knows how long that will last. But I guess you will be arriving after all is back to normal.
