So it appears there are plans to fine anyone not wearing a mask in a public place... Not sure how they will enforce this as they ignore most other legal infringement

If they are given a quota (think getting a ticket in a speed trap) then it will definitely happen.

They will lay in waiting for J.J. and the instant his little darling uncovers his nose, he's toast...

On a more serious note, out here in the suburbs of wildest Q12 this morning on my walk I must say that compared to yesterday it was about 50/50 wearing & not wearing. They did not seem to concerned about any fines. I being a good boy just tow the line & as an oldie better safe than sorry I say & after 4 months of wearing when out & about it does not even bother me wearing one & I dont have this huge adversity to doing it like some in UK & US.

Mandated Face Coverings in Public: U.S. Embassy Hanoi and U.S. Consulate General Ho Chi Minh City, Vietnam (August 10, 2020)

Location: Vietnam

Important Information for U.S. Citizens:

Both the Hanoi People’s Committee and the Ho Chi Minh City People’s committee have issued directives requiring people to wear face coverings in public. A monetary fine may be imposed on people not wearing masks in public.

The U.S. Embassy Hanoi and Consulate General Ho Chi Minh City encourage U.S. citizens to abide by all Government of Vietnam directives, social distancing and hand washing guidelines, and refrain from gathering in large groups. U.S. citizens are reminded that they are subject to Vietnamese laws and regulations while in Vietnam.

Danang also has a current legal requirement to wear masks in public at all times.

The last notice I saw here in Danang stated that the fine would be in a range of ₫100,000 VNĐ to ₫300,000 VNĐ

Absurd! The officials themselves don't even wear masks at parliamentary meetings. Just look at them on TV. Dumb rule as usual.

The day after it went into effect I saw a group of greenies standing by the road in a market area of An Phu a few blocks from our house and they were definitely stopping people who weren't wearig masks. 

During the last mask mandate they were in the large park near our house where a lot of people go to walk and play in the evenings and they were stopping people as well.

Whether they were ticketing and fining people or getting coffee money I do not know.

Kids here seem to be exempt from masks..
Having said that many of their parents when asked where is your mask say they don't have one... Then get on their scooters and magically it appears.

What are rules for?? I mean at life & death situations like this covid-19, following rules could save lives. And then some of the green olives (non-organic) checking on expats  but left the viets unchecked. Point is they shoulda check everyone, i mean everyone including themselves. Let's not starting profiling any particular beings as it's global thing
