Permissibility of selling cakes from home

Hi,
Is it legally permissibility for my wife to sell cakes through home here in Bahrain?
Can someone in the know advise

Theoretically, if it is set up like a business (and you are not Bahraini), then no. No one will bother her though unless or until the business gets big enough to be noticed.
