EES citizen moving to work in Spain with non-EU spouse, SIS-listed

My moroccan husband got his application for residency in my home country rejected because the immigration authorities claimed our marriage was fake - and because they said he lied about the authenticity of our relationship, he also got a 2 year ban to enter the Schengen area...!

We are now looking to move to another country so we can live together, but our main wish is to live in Europe, most preferrably in Spain.

I have the opportunity to get a job in Spain and we want to apply for my husband to get a visa as an accompanying spouse for me in Spain. To my knowledge, another EU country has the right to approve this even if the spouse has a ban for returning to Schengen, and in that case demand that the original country o refusal revokes the ban.

Does anyone in this forum have any experience of applying for visa for a spouse who is listed in SIS, is it possible? did you do it yourself or heard of anyone who had success? What are our chances, is it worth going down that road?

SIS
Schengen Information System
The Schengen Information System (SIS) is the most widely used and largest information sharing system for security and border management in Europe. SIS enables competent national authorities, such as the police and border guards, to enter and consult alerts on persons or objects. An SIS alert does not only contain information about a particular person or object but also instructions for the authorities on what to do when the person or object has been found.

EES
The European Commission Office has announced that it is working on the implementation of a new electronic registration system called EES. The acronym stands for Entry/Exit System and will be put in place for travellers holding Schengen visas.
