Company Esd application rejected.

Hi, we need to hire our director with various industry experience. But our company Esd application got rejected. No expatriate required was given as a reason. Anyone can advise on the appeal? And what's the successful rate on the appeal? Really need our director to work full time here. Thanks!

If you need a good advice, you should change the position name. As long as the position name is something that shows Locals can do it, you won't be able to get it. The position name should shows that the job description is very special and cannot be done by normal employees.
I remember is 2016 I got rejected 3 times, but once the company changed the position name, it easily got approved.
