Excessive barking with neighboring pets

Does anyone know who we can report issues to with neighbors and their pets? I have a neighbor next door who has two small dogs and one large dog who bark day and night. It is impossible to sleep and during the day the barking gets so bad that I literally have to go out to have some peace. There's also someone who lives at least a block or two away who has many dogs that you can hear barking throughout the night and at times it sounds like they're killing each other. I've spoken to my next door neighbor at least half a dozen times and nothing has been done. They rent the home and I just don't know what else to do because no one is able to get any sleep. Do you know who we can file a complaint with to get someone to come here and take care of the situation? No one seems to know who the owner of the house is so we can't get in contact with them.   I should mention this is in Santo Domingo Norte.

That does not sound like  a good situation.  You can call 911 and ask for the noise complaint department,  likely  they won't do much.  You can also call animal control. I will need to get a number for you as I dont have it on hand.  And again, not sure anything will be done.

Are other neighbors willing to work with you to resolve this do you think? The more people on the complaint the more they will pay attention.

I'm not really sure because none of the neighbors here are particularly polite. They have their own dogs who have other issues but they're across the street so I don't really hear it as much. The neighbors next door are extremely close and it's beginning to affect my health because I can't sleep. I refuse to have to be the one to move especially when they're from Spain and only here for about another six or seven months until they finish some project that they're building. I know the neighbor on the other side also had an issue with the dogs barking and are a little frustrated but they are not really home very often.

For me that has been one of the biggest problems live in here in the DR. I have the same problem in my neighbourhood the place I’m renting. I invested in a good set of noise cancelling headphones put them on at night and I don’t hear anything from dogs roosters and Moto ‘s.

It is the roll of the dice when you buy or rent property here with noise from pets, vehicles or humans and is far worse in the cities and towns.

Using earplugs is but a temporary solution.

Yes, dogs barking are a real problem and thankfully not one I have now living in the campo.

The law covers control of excessive noise which affects people's health. If mediation does not work, a stiff neighbourhood group letter from a lawyer may be the best move. I doubt if the Environment Ministry will have dog noise at the top of their priorities right now - and it would have to be proven with monitoring. That because it will be intermittant in nature compared to say excess noise from and audio system which can be determined by police easily on arrival and then sanctions taken.

This is not an unusual situation.   Its sad when  pet owners cannot be at least aware of the issues they are creating!

Yes the law is on your side, but, here that does not often mean much. 

Maybe get a lawyer to issue a letter! Copy the police and  animal control as well.

When I was younger actually much younger I was crossing on a ferry late at night. It was winter and the seas was very rough. Do you think if I complained anything could have been done about it. It is the same here complaining will get nowhere. Learn to adapt or move.
