Car Owners in VN, Read This Update Before Repainting Your Vehicle!

If the owner of a motor vehicle arbitrarily changes the paint to another color not in accordance with the vehicle registration certificate, a fine of 300k and 400k shall be imposed if the car owner is an individual, from 600k to 800k if the car owner is an organization.  In addition, the car must be restored to the paint color described in the certificate of registration.

Clause 2, Article 6 of Circular 58/2020 / TT-BCA indicates that:

The vehicle owner is responsible for bringing the car to the vehicle registration authority for approval before renovating the vehicle or changing the paint color (including adding or removing special marks, patterns, or advertisements).

When the change of paint color or vehicle renovation is done, the previous vehicle registration certificate will be revoked and a new vehicle registration certificate will be issued.

Hope they tell that to all of the BMW and Mercedes owners that spend thousands to wrap their cars in some new colored wrap.  I wonder if they would get fined and have to strip off their wraps.

Now, since it doesn't "change the paint color" as in a permanent change then perhaps it's a loophole to be exploited.
