Buying a motorbike

Can anybody educate me about all the different kinds of documents I see related to motorbike sales..hcqn..mbc..gthl ...my understanding is even most vietnamese don't ride a bike with a blue card in their name and most bikes I see online are in the aforementioned shadier designations.

Hi.  According to my experience, have different cases for foreigners:

- Either you buy a new motorbike at an official dealership (honda...)  and you will have the blue card (xe cavet) with NN plate,
-Either you buy a second-hand motorbike (chotot, fcb...) in this case you will not be able to have the cavet at your name but the name of the last owner. 

Vietnamese people who buy their second-hand motorbikes have the possibility to change the name of that cavet if they go to the UBND, where the “Ho khau” is registred, to do it. Complicated and boring procedure and carried out only if the motorbike exceeds 20tr.

I personally have an old restored honda 67 with the cavet at the name of the old owner, csgt controlled me and said nothing.

I also have a 67  not  registred at my name.
Xe ca vet is the motorcycle registration certificate and important for valuable secondhand motorcycle.

Well first of all you will need to get the Vietnamese drivers license on the department. Then according to your visa or temporary resident card you are allowed or not allowed to buy a motorbike in your name as a foreinger in Vietnam.
Also there are special requirements.
If you are allowed to buy a new motorbike in Vietnam, the the motorbike dealer will do all the requirements needed with and for you......
Or you buy a secondhand bike with the blue card already in use of a Vietnamese citizen.
Remember to always have a insurance also together with the blue card for the motorbike. If not the police will fine you.

As a matter of interest, I just sold my bike back to the dealer I bought it from new 2018. The Blue card was always in his name but I had a notary document stamped finger printed the lot to say it was my bike for 20 years to basically do anything I wanted with it including selling it, but to sell it back to the dealer we had to go to the notary office to get the contract canceled, new paperwork again stamped & finger printed so that he could sell it on....cost all of 300kvnd to do it.
By the way if the cops do ever stop you & you dont have the Blue card on you.......its coffee time for sure!!

Don?t  break the law, it aren?t worth the hassles, buy yourself a 50cc or electric scooter and you don?t need a driver license, buy second hand if you don?t have the papers to hold the registration in your name.

Buy insurance for everything if you are rich and have a lot of assets to loose...

Buy new, there are dealers who speak English in HCMC. They can register and manage the insurance and everything for you.
I wouldnt risk the used side personally. I dont know what complications can come from that later
