Resignation and Visa release

Hi.

Good day. I just want to have an advice for my issue. I resigned to my company a month ago from now and I am still under probation. The problem, my old employer don't want to release me. Then I went to LMRA Sehla to ask for help, but they're just saying that they will call. I'm going there every 2wks, but still no progress. So I talked with my new employer to talk to my old employer about my visa. At first, he already agreed that new employer will pay for it. Then the next day, he changed his mind and did not agree. Recently, news came that other staff went to LMRA Sitra to cancel his visa. There, they said that old employer have penalties for the employees visas and that they don't have access.
So my question 1.) Is it possible that they don't have an access? What about my visa? 2.) Can I go also in LMRA to file an Intention of Transfer?
