Salary/Gratuity been not paid and owners not responding

I've been working with a co. for long years, but due to financial loss my co. is not paying salary since more than a year and only promising. Now the owners are hiding and not responding. not giving NOC to anyone, because after getting noc, they will file complain.
If anyone files complain in MOM, they will terminate him and remove his accommodation, office access. they are not paying gratuity if we want to go back.

Looking for any guidance and advice what can be done to get salary & gratuity. I stay with my family, its getting very tough to survive. without salary and dues, I will be nothing.

Don't be afraid to complain to authorities. Go to ministry of manpower and your embassy. They will help you regarding the matter. I remember my friend who works with me in one of the hospital in Oman go to our embassy to complain. So what our embassy did is they called our HR department to solve the issue. Our embassy even hold giving staff from Philippines until they give proper treatment to us. They just scare you but saying things like that. But if you win you will get what you deserve and they will even pay you double for the damages that they cost you.

The following steps can be taken if the gratuity is not paid.

Section 3 of the Payment of Gratuity Act, 1972 provides for a‘Controlling Authority’. Different areas have different controlling authorities that insure the effective administration of this act. The act gives the controlling authority the status of a‘quasi-judicial’ body which implies that it's empowered to adjudicate controversies arising out of remitment of gratuity.
The Controlling Authority may issue a notice in Form‘O’to both the aspirant hand and the employer. The two parties will also have to appear before the authority on a specified date, time, and place, given in the notice.
Still, the authority may do to hear the case and determine the hand’s operation partner parte, If the employer fails to present himself or an sanctioned person before the authority.
Still, also the operation will be disposed of, If the hand fails to appear before the authority on the specified date.
The authority, on hearing the case and examining the data may pass a direction and issue a notice to the employer if it's established that hand is entitled to gratuity. A notice is served to the employer in Form‘R’.
Generally, an Assistant Labour Commissioner of a state is appointed as a controlling authority in a state with the hail taking place in the office of the LabourCommissioner. However, you can file a complaint under Section 8 of the act, against the company, If you have been denied gratuity payment by your employer. The controlling authority, on hearing both sides, if satisfied with the hand’s station, can direct the employer to pay the gratuity that's due along with the interest on it.
Still, the applicable government, be it Central Government or State Government, If an employer fails to pay gratuity quantum along with interest 30 days after the controlling authority has directed it to do so.
