I need help in understanding work permit

Oh I didn't know how this platform work ..I just went on tabs forum and asked ...didn't see country option

The country forums are clearly showed - and one has to be country specific since each country issues its own work permits.

But since you asked I will say that in Germany a non-EU citizen will have to already have residency with  permission to work or to get a work visa through the German Embassy or consulate - and it is essential to have the paper work showing a work contract from the employer to get it. I don't know for sure but assume it is similar in Belgium. If a employer isn't willing to do the paper work there is no way around the requirement; one cannot do it on their own. 

Such an attitude would suggest to me that they aren't really interested in recruiting  3 country nationals. If companies can find enough qualified workers locally then why should they bother with the extra bureaucracy? And some countries are even stricter about giving priority to EU/Schengen citizens first before allowing a company to even bring in a non-Schengen national.
