Inquiry regarding QIWA for my wife (resident visa)

Good day!
My wife just arrived 1 month ago under resident visa (under my sponsor).
My Saudi friend is willing to help her find a job.
He advice that my wife register first and create account in QIWA.

1. Does she need to register in QIWA before she apply for a job? or she need to be hired first by a company before she register?
2. Is my wife the one who will register there? or it should be my company (because she is under my sponsorship)

She must Register in QIWA Portal before applying for a job with her IQAMA number and Mobile Number. When the New Employer want to hire her, they will send Sponsorship Transfer Request on Her Iqama number on QIWA. After that if she Login to her QIWA Profile and accepts the request, then her sponsorship will be transferred to new sponsor after she accepts the request.
