Visa subclass 186 (Australia)

My partner applied for visa subclass 186.. in the last of april 2021... occupation (263111) Computer Network and Systems Engineer... He is onshore(primary applicant) and I’m offshore... will it have any impact on visa processing duration or visa granting? Is immigration granting visa only to PMSOL or all the occupations??
