How to make an appointment with SEF after rent a home

Hi! We got approved by the Portugal embassy in Ankara and got a D7 visa for four months to rent a home and do other stuff. Now we are in Portugal and rented a home we just need to make an appointment with SEF to deliver our rental contract but every time we call SEF is busy and on the website, we didn't find a section to make an appointment, what should we do now?
