Classification rejected

Hi good day, I would just like to ask if I can still be given a chance to take saudi council again, I have worked in KSA for 5 years but unable to get the license done, I am only until classification process, they rejected me because it's been 2 years and I havent got my licence yet, then i asked my employer before to give me explaination letter which saudi council asked but unfortunately, they give it to me months after, I submitted it again but still Saudi Council rejected my application. Now I'm back in the Philippines gaining a hospital experience again here, does anyone knows if I can still take saudi council again after gaining another experience here in the philippines, or I'll be forever rejected because of ky 5 years stay in KSA before working as dental assistant without license? It's been a year whe I left KSA and currently, I am already gaining experience again in hospital in the Philippines . Thank you for those who can answer me.
