My company has applied for a Blue card last year. The company has confirmed that Blue Card application was successful. When I came to Japan, I went to commune and received my Residence card. Residence Card doesn't look like Blue Card. There is no information on Internet where and who will collect the Blue Card.
As per this Belgian Govt website, there is no such information.
