Registering a vehicle - scooter

For starters I am thrilled to be here but have recently had my first hiccup.... I knew it was comming and Steve I think you wanted me to experience a hiccup.


I bought a scooter when I arrived, I had to buy used or wait 2 months for registration to be able to use it.  I have friends in Cebu who were fantastic to help me and go over the paperwork.  That being said... the first hiccup.  I am on Cebu Island and the scooter was originally registered in Manila.  They won't do the registration here as they don't handle that form and best as I can understand, it needs to be transferred to a Visayas region system.  They told me I need to travel to Cebu to do this...  I was kind and asked for help to understand what I need to do... they took pity on me and said they would try to do it and they will call me in 1 day to one week.  It has been 2 business days now and I have not hears back.... hoping I can avoid the trip or trips to Cebu city.   Lots of learning for me to do.


One more reason to be near Manila or Cebu they seem to be able to do things other offices cannot.  For instance Cebu said after 2 months they would issue me a 6 month extension... but I was in Duma to get that done and as has been mentioned in other threads, the Duma BI office only does 2 month extensions. 


Let me end this note by saying local Filipinos I have met have all tried to help and certainly have good intent even when the advice is not quite right.  Hoping the other paper work is OK when I finish the registration.  Fingers crossed.

Of course you're right, Don.  You need an official receipt and the certificate of registration, which the Land Transportation Office (LTO) abbreviates as the OR/CR.

That's interesting Don as 4 odd years ago we purchased a new Mio. Temp plate and all the paperwork  and simply used it for over 3 years and never received official plates, Ben purchased a Suzi Raider a year ago got the temp plate and paperwork and road it around without a problem even when stopped at the proverbial road block. 3 months later he picked up the official plates. If buying a new bike the seller should issue a temp plate.


What you have to remember Don is that there are around 9 million bikes running around here that are unregistered and hence the road blocks.

I remember being stopped at a road block a couple of years ago, Ben was passenger, he makes me drive from time to time to keep my hand in. Anyway when my turn came in the line up I rolled down the window, he saw I was a foreigner and waved me through, perhaps too hard?


What are you going to do with your scooter when you return to Canada as in safe/secure storage?


As for hiccups? Plenty to come no different to any country. Glad to hear you are getting your hands dirty and enjoying.

Just to clarify, I have the official receipt although it looks empty to me... I also have the registration which was originally done in Manilla.  It was a one year registration so I was going to get it re registered.  Apperently the system is different here in Visayas so they cannot re register it.  Back to the office tomorrow to see what they decided and nicely plead for their assistance.  The bill of sale has many fields open and my Filipino friend who helped me buy it said it was good and this is called an open bill of sale.  Nothing like that in my home country.


I will likely sale it when i return in May and then buy the bike I want when I come back in September.  The other option is to leave it with friends in Cebu and have it here for me when i return.  Either works for me.

I do have all the requirements but thanks for sharing the fine amounts.  Well my international DL is expired but my Canadian DL is valid and the international is just a translation in many languages.


Like Steve, I have been waved through 2 stops this trip.  I did get stopped in Davao years ago and the police looked at my Canadian and International DL for over 5 min before he let me go.

Last week there was a rumour here  circulating on (un)Social media that a Task force from the DOT, was in Boholl conducting mass checks in the Province. Suddenly. 60% of Motorcycles disappeared from our roads.

The place was almost like a Ghost  Town.

Most people here can't afford.

1. The Registration fee.

2. The cost of bringing their Motorcycle up to the mechanical standard to register the machine.

3. The Gasoline for the 150km round trip  trip to the LTO office.

This means that over 60% of motorcycles driving on our roads, and sidewalks, don't have Insurance.

Tough if you collide with one of them.

Good news to report, once again Filipino have helped me and I am ever thankful.


On fine man in the LTO office coordinated with Manila to get my registration transfered and I was able to get everything done in a day.  Lesson learned, if you buy a used vehicle, make sure the registration is in the same province where you are living or they will be major delays and difficulties.  Shout our to Winston and all the friendly people who helped me register and insure the bike.

May I ask, what was the fee to register and insurance for your scooter?

I am looking at different scooters.

It was

850P Insurance

400P emissions test

50P for assistant at emmission test

About 300 at LTO, i forget the wxact amount.


If you get a helper i understand it is aboit 2000 to 2500 P and they do all the waiting for you... that was not an option for me with tight timeline.


It was frustrating waiting a few weeks for manila but i am very appreciative of the gentleman at LYO who took the time and interest to help me.

Well if you're doin wheelie's nearby today, I've got a Boston Butt in the smoker. It's noon now, should be ready about 4-5pm!

Extra pulled pork if the wheelie is the length of our front wall! We'll have a nurse on standby!
