Paying for portuguese car tax (IUC) from abroad

Hi,


in summer 2023 I bought a campervan in portugal and drove it to Germany, my home country.

"And why would you?" I can hear some of you ask...but that's another story.


Now, end of march the yearly car tax (IUC) is due and since I am no portuguese resident, I am unable to establish an online account with the tax department in Portugal to arrange for payment.

I am currently unable to drive to Portugal and am planning so in summer this year. Too late for making the payment in person at one of the financas' offices.


Does anyone know how it might be possible to pay for the car tax from abroad? How can I reach out to the financas to issue me with a payment slip (DUC), so that I can settle it via online banking - without physically being in the country?


Any hint from you most welcome.

You can pay it (IUC tax) by homebanking. Don't have a bank account in Portugal? Or someone you know who can do this for you?


Options:

- "Pagamentos", then

- "Pagamentos ao Estado", then

- input tax reference number + tax amount

thanks for your reply, I really appreciate.

Sorry, I don't have a portuguese bank account, but I would hope that foreign accounts will be acceptable, too, as it's only money transfer. I do have a NIF though. I guess that's a starting point and minimum requirement.


The main issue to get started is how do I receive the payment slip (the DUC), which contains the reference number? Without it. I don't know the amount to pay, the reference number. nor which bank account number to transfer to. The tax office has not automatically sent anything, so I guess I will actively have to ask them to bill me, it seems.


I hope I will be able to contact the financas by phone next week, so I can get all necessary payment information from them over the phone. Hopefully someone there will speak english and there is an easy way of paying without registering with the online account at "portal das financas".


Has anyone here by any chance had a similar issue?

(Select "Entregar ano corrente" option and after that, try one of the 3 car's category options until you find your car plate)


Then, next to your car's number plate, you'll get the ATM multibanco reference number, the amount to pay and the deadline for payment. If you exceed this date, you will pay interest on late payment.


The multibanco reference is only recognised by the SIBS network, to which all the banks operating in Portugal belong. It doesn't work for banks that don't have a branch in Portugal. I can't see any other way of paying this tax other than using someone you know with a bank account in Portugal and have access to ATM multibanco network or have a homebanking (portuguese bank account).

I reached the link you mentioned some time last month and now tried to authentify.


Given that the citizenship option is ruled out, I went for the mobile phone option. However, no code is being sent via sms, even after trying several times.

I believe the phone has to be registered first. It says for registering, the "cartao de citadao" is required. So again the issue with the missing citizenship...

If there was a way to register by only punching in my NIF, that would solve my whole problem. All my details are registered with the financas through my NIF already.


If I could get past this registration point, it would be easy. A friend of mine has a portuguese account and I could simply reimburse him.

On the main screen you must select the NIF tab, then enter your NIF + password.


Option "cartão de cidadão / chave movel digital" doesn't fit your case. So you must ignore the first tab in the main screen.

Yes, but I need to be registered first, because the password needs to be registered with financas. The point is how can I get registered?

All I have is:

  • NIF
  • foreign passport
  • car papers


I have installed the app and will try to register using my passport. Fingers crossed.

When you are given your NIF, you are given a temporary password which you can then change. So you must have a password already.

Some progress...I managed to install the app "autenticacao gov" successfully on my phone.

A bunch of attempts later I received a code via sms, yeah! Next, I was able to scan my passport with the app, front and back side, but the app timed out after processing the photos.

I  tried several times again, also tried using my id card. No success.


It seems the app is expecting a portuguese citizenship card (although it doesn't explicitely say so).

It is not a progress.... This "autenticacao gov" only works for portuguese citizens. So forget the digital mobile key.


You have to focus on the finanças password. Where is it?... Where is your tax residence?

Maybe you can receive your new password at your tax address, which is in Germany, right?

I checked the original NIF document and there is no indication of a password.


Then I followed your link on how to apply for a new password. There, I am missing the secret question (and answer) which is linked to the password. So applying for a new password is impossible, too.

I'm stuck.

OK, no problem.

So if you haven't received your password, you need to register on the Finanças website.

Pay attention to the address you input here. It must be the same as the one registered with the tax office when you applied for your NIF.

Yes, but I can't apply for a new pw to be sent because I can't answer the security question associated with the intial (temporary) password. It's another dead alley.

ok., so I filled in the blanks there...including my german address (same as in NIF registration form) but here they ask for a portuguese mobile phone.

I will ask a friend if I can use his to insert here for now.

The phone seems optional. Now the form complained that the address is supposedly not identical with the one in the form. I'll try again.

Alright, on checking the NIF registration form again more closely, I identified various errors.

The problem is, that my address has been inserted completely messily.


The desk clerk inserted my full address at "Morada" and left "Codigo Postal" blank (because the postal code, alongside the city, is already mentioned in the "Morada").

The online form is expecting exact resemblance for Morada as in the NIF form. Of course I could simply fill in accordingly, but I doubt the letter would arrive there, as of course the address needs to be in some order to be understood by the postal system.

Well, the tax department got my address wrong, the solicitor got it wrong (when applying for the car id with the transport department) and the car insurance got it wrong (even after I insisted they correct it).

Three out of three...

I think there is no option but to try correcting the mistakes via telephone. I mean, the address is not completely wrong, but simply in a messed up order.

Try contacting AT Finanças by phone. Maybe they wil do this little change with postal code in the right place. But if your address is correct, maybe it will work, I don't know....

Postcodes differ from country to country. For example, in the UK they are letters and numbers. The number of characters also change from country to country. In Portugal, is 9999-999.


The postcode field is probably only filled in for portuguese addresses, where it is checked beforehand (only numbers accepted). In foreign addresses it is left blank, and the postcode is written in the address field.


It seems to me that this is standard procedure and not an error on the part of the desk clerk .

Hi JohnnyPT. Does the above mean that anybody with a Portuguese bank account could go to an ATM and pay my taxes? I had thought (maybe wrongly so) that the system also checks whether the payment is made from the bank account registered with Financas. If not, that would be great.

Anyone can pay your taxes to an ATM or homebanking, as long as the ATM reference (referência multibanco) is yours. There is no validation of the holder's account or debit card.


However, this doesn't apply if you have a bank account registered with the AT Finanças with direct debiting of your taxes. Because you can pay it twice, and then getting your money back is always a problem...


Some people choose this option, but I prefer to pay taxes without direct debit. You have control with it.

thanks again for your many snippets of extremely helpful information and your patience.


Meanwhile, I was able to email directly to Gondomar and Bombarral financas offices and they both replied within 1 day. Bombarral even issued me with the IUC payment slip. Although the IUC doesn't include a financas IBAN, it can be found in the "Pagamentos_a_partir_do_estrangeiro_PT" document they sent alongside the IUC.


The problem has been solved :)

Hi. I wonder if you can tell me the bank account details you got to enable you to pay your iuc tax from outside of Portugal?

I took my Portuguese car to Spain and re-registered it in Spain but I believe  I have to go back to Portugal to deregister it at IMT and, in the meantime, this year's tax is now overdue...and I am in Spain without a Portuguese bank account...so if you could give me the bank details you used for payment from abroad, I would be very grateful.
