Mailing Letters to Portugal from USA

Does anyone have a suggestion as to the best service to use to mail letters from the USA to Portugal.  I recently renewed my wife's US drivers license and had my daughter mail it to us here in Portugal.  My daughter used the USPS to send it first class mail at a cost of $11.  After 8.5 weeks the envelope was returned to my daughter.  We checked the mailing address and it was perfectly correct.  No one ever attempted to deliver the envelope to us here nor did they attempt to call, text or email us here.  We don't know what happened or why it was returned.


Any suggestions?  Our daughter currently is holding the Drivers license afraid to mail it through the USPS again.

Go for DHL. They should offer an overnight delivery. I know that it isn't cheap, but is is very fast and tracked and it won't be necessary too often.

Not from US of A but I just got a second copy of my non EU driving licence and had one copy sent taped to a sheet of paper sent by cheapish letter post so wasn't too worried if it went astray.

Yes, that's about right. But, it is a one-off thing and very reliable.
