Hello

Anyone ever hear of a US citizen relocating to the Philippines and using their HSA account for medical care?

Thank you

Your HSA can be used to pay qualified medical expenses.  Any amounts you withdraw are not taxable if used for medical expenses.  Since you get a tax deduction when they are funded, and no taxes when withdrawn it is a good idea for everyone to fund it and use it accordingly.   It is not a medical insurance account.  I funded one and then used it for my out of pocket medical expenses, and since I used it to pay insurance premiums it did not last too long.

Wondering tho - is an HSA useable IN the Philippines?

The big question will be around whether it is a qualified medical expense. An injury or illness that requires immediate care while traveling probably would qualify. A routine procedure for someone residing overseas? Not so sure.

Just withdraw the money from the account and spend it on qualified medical expenses and keep all the receipts.

The insurance investigator Banacek ( NBC 1970’s Wednesday night mystery movie series))

had a Polish proverb: always read the small print 🤣

But I doubt that the Philippine health system is covered by any USA laws affecting tax exempt status of HSA's, even if they use the same procedure codes.

As an American citizen required to file taxes on my world wide income, it matters if HSA withdrawals are taxable on my 1040.
