Montreal Bound

Does anyone know how to get around the current obstacle in regards to Canadian immigration?  I've been told without a job offer it's not possible.  Apparently, twenty years plus of legal support management experience & a college degree just aren't enough these days.  Any information would be greatly appreciated!
