Yes investors are welcomed to Honduras, you will need to hire a lawyer to do all the legal stuff for you. Depending on which kind of business you are establishing you can receive tax breaks, I would think Honduras is ready for more tourism investors but also in areas such as call centers (A lot of the population speak very well english with almost no accent), manufacturing and if you have good contacts in your home country you can outsource to Honduras things like Graphic Designs, etc

I recently opened a business there and with the right Lawyer it should go smoothly. 

Once you have incorporated you will need a bank account and this can be a little tricky. With your incorp documents you will need a business permit and the operating address and telephone # ( this is extremely important). You will also be required to provide two references from Honduran nationals with bank accounts, your passport and RTN numbers. 

This was just my experience, but perhaps others can contribute.
