A foreigner can easily take a driving test in Thailand. Its very easy. An international licence can be swaped for a Thai licence. The cost is minimal about 300 Baht. The first licence is valid for 1 year. Then re-issued for 5 years.

A Malayian licence is valid in Thailand and vv without an IDP - it's a local agreement. You can't get a Thai licence on a tourist visa etc you have to live there.
Also Khao San road does a nice line in international licences.....
