Employment visa is expired (never used) but not canceled

I got a job offer from a hotel last January and was issued an employment visa for my entry into Dubai. Unfortunately, I was not able to use it because my government refused to give me the necessary papers to leave the country. The employment visa expired last March 23, 2012.

I was able to find a new employer just last month and apparently, the new hotel is having difficulty getting me a new visa because the previous hotel did not cancel it.

My question is, the employment visa expired already, I was not able to use it as I did not even get to leave the country, will there be fines for this? I already got in touch with the previous employer and they said they will work on it - although I doubt that I am their priority.

I cannot find any links/websites that will tell me the procedure for cancellation of an employment visa (which is valid for only 60 days), if there are fines to be paid, how long will it take, and if I will be able to get a new visa under the new hotel right away.

You get a fine, AED200 for day 1, and 100 per day after that.

However if you've expired for more than a month or so the DNRD do negotiate!
