Wife needs to attest the degree from US.

My wife has done post graduation from states and she wants the degree to be attested and has to present a reason for the attestation and she's facing two issues there:-
1)If she says employment..they want to see the employment contract
2)If she says she's going to be resident, they're going to say you can't work on one.

Any solutions?
