As I understood the regulation in the Kingdom as long as there's proper documentation about your marriage. You can live with her in the compound she is offered as accommodation. Regarding your housing allowance it should be given to you and you're free to use it however you wish to do, this is typically the practice from how expat here are doing.. thou, my advice to re-confirm with proper channels like the embassy
