Its very easy to get the DL & Vehicle in KSA. You don't require Intl. DL to get a Saudi License. However, it will be beneficial if you have your home country's DL.

Perhaps another question, when arriving in Saudi, can you hire a vehicle on your home country's drivers licence.

Yes, you can as long as you have Canadian/US/European Licence.
