Buying a second hand car without ID card

Hi, quick question. Do i need an ID card to buy a second hand car or can i use my passport?

I bought a second hand car without an ID card using UK passport but proof of a Maltese address was required. I used a water/electricity bill which was accepted.

I have to buy a scooter, I do not have a mortgage, is it a rental contract?

Think eResidence card is now required!
A rental contract would be fine, it is only for proof of address.
