Car obstruction

Good morning
Does anyone know who i call to report a car obstructing the only access to the bus stop in pioneer road, theres a gap in the wall and that gives you access to the bus stop. It has double yellow lines to supposedly stop you parking, but there has been a car parked there all night and still there. Only people who get off the bus with luggage puschairs whheelchairs etc cant get through. So was wondering if its the police i call or maybe the wardens. If anyone has any idea would be very grateful, certainly some very selfish people out there.

Call the fire department... then torch the bloody car!!! The idiot who parked it there will think long and hard before doing it again!

Just kidding of course, but sometimes that's how things like this can make you feel.
